8(a) STARS III is a multiple-award, Indefinite-Delivery / Indefinite-Quantity (IDIQ) contract designed to provide technology solutions to Federal agencies from exceptionally qualified 8(a) small businesses.
The 8(a) STARS III GWAC is designated as a Best in Class (BIC) contract vehicle, providing Federal government agencies an easy-to-use, streamlined procurement solution to purchase information technology services from 8(a) Prime contractors. This fourth-generation GWAC includes an even greater focus on emerging technologies as well as performance outside of the continental United States (OCONUS).
Federal agencies using the 8(a) STARS III GWAC have access to Twintron Data Systems through an established contract vehicle instead of traditional, open-market methods. saving time and money while accessing proven technical capability.
With a ceiling of $50 billion, this BIC vehicle helps Federal agencies deliver mission-critical IT services while working with small, disadvantaged businesses and promoting diversity, equity, inclusion, and accessibility.

Ordering through STARS III.
Federal civilian agencies and Department of Defense activities can issue task orders against the GWAC. Eligible scopes include IT services, emerging technology work, and OCONUS support.
Direct task orders up to $4.5M can be issued without competition under streamlined procedures. Larger orders follow standard fair-opportunity competition among STARS III primes.
0.75%, among the lowest of any major federal IT vehicle. The fee is included in the task order award value.
Yes. Awards to Twintron under this vehicle transfer 8(a) socioeconomic credit to the ordering agency, supporting small-business and DEIA goals.
Yes. STARS III explicitly supports performance outside the continental United States, Twintron structures engagements accordingly when required.
